Understanding the DVSA 2-Change Driving Test Reschedule Limit

What Is the 2-Change Rule?
Under previous DVSA regulations, candidates and instructors could reschedule a practical driving test up to six times. To encourage learners to only book when they are genuinely test-ready, this allowance has been significantly reduced:
- The Strict New Limit: You can only change your practical car driving test a maximum of two times.
- What Happens on the Third Attempt? If you have already used your two changes and cannot attend your scheduled appointment, you will have to cancel the test entirely. What Officially Counts as a ‘Change’?
The DVSA defines a change as any modification to your confirmed booking via the GOV.UK portal, including:
- Date or Time: Moving your test appointment to a different day, week, or time slot.
- Test Centre Location: Switching your test appointment to a different driving test centre (note: under recent regulations, this is also limited to your three closest test centres).
- Candidate Swaps: Driving instructors swapping a test slot between two different pupils.
Instructor Pro-Tip: If you change both the appointment date and the test centre location at the exact same time within a single session on GOV.UK, it only counts as one change against your limit.
Why Did the DVSA Introduce the 2-Change Limit?
These measures were introduced to prevent third parties and unprepared candidates from repeatedly shifting test dates into the future, which clogged up the national booking system and prevented test-ready learners from securing viable slots.
By restricting changes to two, the DVSA aims to ensure that dates shown on the booking system reflect genuine availability.
